Free tools and open data to detect and document internet censorship worldwide

Established in 2012, the Open Observatory of Network Interference (OONI) is a leading nonprofit in the global fight for internet freedom. Born out of the Tor Project, OONI provides free software tools and open data to empower people worldwide to detect, document, and respond to internet censorship.

Today, OONI hosts the world’s largest open dataset on internet censorship, comprising more than 3 billion measurements collected since 2012 from 30,000 networks across 245 countries and territories. This data is contributed by OONI’s global community, which runs its software each month in most countries to measure the blocking of websites and apps. New measurements are published daily in real time, supporting research, advocacy, and circumvention efforts worldwide.

Using this data, OONI has produced over 80 research reports documenting censorship events, many cited by international media and used in policy and legal actions, including High Court petitions in Pakistan and Kenya. It has also published over 60 rapid-response reports on emerging censorship incidents.

Through its decade-long Partnership Program, OONI collaborates with 55 digital rights organizations globally, ensuring its work reflects real-world needs. OONI’s impact has been recognized with the 2012 Access Now Freedom of Expression Tech Prize and the 2023 FOCI Community Award.
